complain

Also: abusereport, report abuse, harassment

Syntax: complain <player> <what happened>

Use COMPLAIN to report abusive behaviour by another player to the moderators.
This is the right command if someone is harassing you -- including through
private messages such as tells or mail, which no one else can see. Describe
briefly what happened; you may quote what was said to you.

Your report goes to the moderation team for review. Reports about private
messages are handled without anyone else reading your mailbox: only the report
you file is seen. Please report in good faith -- filing false or repeated
reports to harass another player is itself against the rules.

ABUSEREPORT is a synonym for COMPLAIN.

Note: this is different from REPORT, which simply announces your own hit points
and stats to the room.
